The State Council Information Office of the People's Republic of China (referred to as the State Council Information Office) was established in January 1991. The main responsibility of the State Council Information Office is to promote Chinese media to explain China to the world, including introducing China's domestic and foreign policies, economic and social development, as well as China's history and development in science, technology, education, culture, and other fields. Introduce China to the outside world by guiding and coordinating media coverage, holding press conferences, providing books, materials, and film and television products. Assist foreign journalists in conducting interviews in China and promote objective and accurate coverage of China by overseas media. Widely engage in exchanges and cooperation with governments and news media of various countries. Collaborate with relevant departments to carry out external exchange activities.

According to the relevant provisions of the Regulations of the People's Republic of China on Government Information Disclosure, in order to better provide government information services to citizens, legal persons, and other organizations, the Hong Kong and Macao Affairs Office of the State Council has prepared the "Guidelines for Government Information Disclosure of the Hong Kong and Macao Affairs Office of the State Council" (hereinafter referred to as the "Guidelines"). Citizens, legal persons, or other organizations who need to obtain government information disclosure services from their own departments are advised to read the "Guidelines".

The Office Affairs Management Bureau of the State Council is a directly affiliated institution of the State Council that manages the affairs of central state organs. It was established in December 1950 and was originally named the Office Affairs Management Bureau of the Central People's Government's Government Council. It has been renamed since 1954. The State Administration has always been responsible for the management of central government funding, finance, official vehicles, state-owned assets, and real estate, as well as the management of designated party and state leaders and related service recipients' daily life services. In 1998, the institutional reform of the State Council transferred the functions of infrastructure investment, official vehicle procurement, and renewal funds for administrative housing managed by the former National Development and Reform Commission to our bureau, and added functions such as organizing and implementing government procurement for central government agencies and managing housing subsidies for central government agencies. In 1999, in order to adapt to the reform of the budget system of the financial department, our bureau correspondingly transformed the budget management function of central state organs' administrative funds. In 2000, it received the state-owned asset property rights registration archives of central administrative institutions managed by the former State owned Assets Administration, and added the function of managing state-owned assets of various departments of central state organs.

According to the Notice of the State Council on the Establishment of Institutions (Guo Fa [2008] No. 11), the State Forestry Administration is established as a directly affiliated institution of the State Council. The National Forestry Administration has 11 internal institutions, including: Office, Policy and Regulations Department, Afforestation and Greening Management Department (National Greening Committee Office), Forest Resources Management Department (Timber Industry Management Office), Wildlife and Plant Protection and Nature Reserve Management Department, Rural Forestry Reform and Development Department, Forest Public Security Bureau (National Forest Fire Prevention Command Office), Development Planning and Fund Management Department, Science and Technology Department International Cooperation Department (Hong Kong, Macao and Taiwan Office) and Personnel Department.

The National Copyright Administration of the People's Republic of China was established in 1985. On June 28, 1985, the Ministry of Culture submitted a proposal to the State Council proposing the establishment of a National Copyright Administration within the Ministry of Culture. On July 25th, the State Council approved the proposal of the Ministry of Culture; At the same time, it was decided to rename the former Publishing Bureau of the Ministry of Culture to the National Publishing Bureau. The National Publishing Bureau and the National Copyright Administration are one institution and two brands.
